The Texas Health and Human Services Commission (HHSC) has proposed to amend §355.102, concerning General Principles of Allowable and Unallowable Costs, in its Reimbursement Rates Chapter. The amendment would implement phase two (online training) of cost report training.

HHSC also proposes to amend two rules to the Reimbursement Rates Chapter relating to care for the aged and disabled to add ICM-HCSS (the Integrated Care Management—DADS Community-Based Alternatives Home and Community Support Services) and ICM AL/RC (Integrated Care Management—Assisted Living/Residential Care) to the list of programs eligible to participate in the Attendant Compensation Rate Enhancement. Finally, HHSC proposes to amend and repeal certain sections of Special Nutrition Programs chapter, Child and Adult Care Food Program (CACFP) subchapter. The proposed amendment and repeal would eliminate advance payments for Texas to alleviate the financial liability the state incurs for unrecouped advance payments.
